Filter layers and especially masks do not work as expected:

* check whether they are (and should be) totally selected or totally unselected
on creation 
* check the recomposition code to see whether they actually get used
* when a filter mask is active, paint tools should work on the filter mask

With dmitry's patch, this is generally fixed. Individual issues need individual bug reports.
