Do ntpdate in a root console, which leads to say a 5 minutes time shift in the system. The plasma analog clock plasmoid still remains at the old time. Only rightclicking clock settings (without actually changing any setting) and clicking OK updates the clock.

Yes, that's true. Well then, it is forgivable. Oh dear, you might get this 
'bug' reported quite a few times...

As far as I'm concerned, this is resolved now. Per minute refresh is ok to me.
