please improve notification UI

Current UI of notifications is broken in several ways, so this make this report a bug&wish report.

Consider this: 
* user sets the notifications types but no notifications are assigned to feeds
* user assign to some feeds notifications then she/he turn on and off global assignment, what will happen

Here are suggestions of more appropriate behaviour:
* settings -> notifications -> if user sets something for new articles, on close check if there are any assignments, if not -- show info dialog informing user about it
* in settings -> akregator -> global assignment should not be checkbox, because it is meaningless (it is not clear if the global or local assignment has precedence) but normal buttons
== new article notifications =============
[ set all ]
[ clear all ]

thus it won't be a state, but action!
