The Pager-Widget suddenly had only one row, although by default it had two.
This change came without any other setting changes (taskbar height), somehow it seems it lost its configuration.

I now configured the pager to use two rows again and it worked.

When did it happen?  Did it just suddenly change, or did you logout, and then it had changed when you logged back in?

The only reason I can see it might have changed is that it doesn't allow the number of rows to be greater than the number of desktops, so if plasma was started before KWin for some reason, it might have changed the number of rows to 1.
