save/open dialog: places pane size is reseted when the dialog is resized

run kate, save-as, make places pane big, now increase the width of the _dialog_ and note that places pane is reseted

a) when size is increased the places should stay still
b) if decreased AND dir pane cannot be any smaller, it should decrease then
