configurable scrollbar button size

This would affect scrollbar arrows button < > and as well minimal size of the scrollbar grip. I can increase fonts in SS but oxygen provides too tiny buttons comparing to what is set.

PS. The same thing is with clear button -- I think the shape is nice and informative, but again, it is too small. Should I post another report for that?

No please not under Oxygen anyway. Oxygen doesn't have a clear button.

2) hmm, where did it come from then? hardcoded in kdelibs? just to ensure, ss
