Using nightly builds from project Neon,
kdebase version 20080617+svn821478-0neon1

I have a laptop with 1400x1050 resolution, using nvidia's binary driver.  I hooked up an external monitor and used the nvidia-settings utility to enable TwinView, set the external monitor's resolution to 1600x1200, and set it to Clone.

On the 1600x1200 monitor, the wallpaper was still being shown at 1400x1050, and the rest of the background was a checkerboard pattern.  The cashew did show up in the correct right corner.  The panel was at the bottom of the screen, but did not stretch to the right edge of the screen, but could be resized to do so.

By going to zoom out and adding another activity, and returning to the current activity (another bug with that that I will file), the wallpaper took on the proper size.

I can confirm this issue, also nvidia twinview.
The same issue arises when first using KDE 4.1 on single screen and afterwards with twinview on two screens. The second screen does not get a wallpaper but gets a black background.

I can confirm this bug as well. It is actually really annoying, since when I change resolutions the kde panel (taskbar, systray etc) stays (under the conditions described by the other reporters) where it was before. That is in the middle of the screen when I switch to my larger external screen. 

Since I do this at least twice a day, this is really annoying.
