Testcase:
* Open in Kate a long enough file so it transforms the scrollbar
* Scroll the wheel mouse button over the scrollbar
* The scrollbar moves, the document does not

Confirmed using current trunk (r821398).

I can confirm this, also with a small document (just 50 lines) and with the internal terminal view opened. Dragging with the mouse works, scrolling on the scrollbar with the wheel doesn't.
My revision is that of beta 2 on Arch Linux. The graphical style is Polyester
