widgets: configurable toolbox placement and border width

Reason: because user is pretty used to the "window" concept.

And since it is possible to configure windows, like decorations (on the right), and borders (big, to make it easier to grab) it is odd to see widgets with toolbox on the left (hardcoded) and tiny borders (hardcoded).

I would like to set the same values I use for windows (pretty reasonable for me).

Of course with plasmoid border width change the toolbox tools icons should be changed (size) as well. That's the point of configuring them.
