When rotated then moved, the icon plasmoids on the desktop behave as if they were still upright... when they aren't, causing them to move the direction the mouse moves in relation to their angle of rotation.
Odder still, though, is that when they are rotated e.g. 90 degrees clockwise and you use the mouse to move them, "up", they move the direction of the bottom of the icon - relative to itself, "down".

I don't think this is a problem with my particular installation, but with the icons: no other plasmoids behave like this, and I haven't been, "tinkering".

It's an old known problem.
It has been fixed in svn.
