Testcase : 
Add the "identities" button to your toolbar (optional, just more convenient to reproduce :))

- Open the mail composer. 
-> Click on the identities button => The identity select menu won't appear (just the label will be shown)

- Close the compose window and reopen it
-> Now, the select menu is visible.

If you click twice on the identities menu, you'll reproduce the bug.
