Right-clicking on the task button on the 'Task manager' on the bottom panel brings up the context menu for the window (close, maximize, minimize etc.). But it seems to have a side effect as well. The right-click sometimes serves the purpose of a left click as well. i.e. the context menu is displayed, but the window is raised or minimized as well.

Reproducing:
1. Log in to KDE
2. Open dolphin. It appears as a button on the panel
3. Right-click the panel button. The context menu is displayed.
4. Right-click again somewhere else on the panel button, the context menu disappears.
5. Play around by right-clicking for displaying the menu and clicking elsewhere (on the panel button as well as other places) to close it.
6. Notice that the dolphin window is sometimes minimized and raised.

Cannot reproduce on trunk r812722.

Good. I hope that means the problem won't not there with KDE 4.1. I wonder if the issue can be confirmed by somebody having a Fedora 9 installation?
Shall we close this bug?
