The kget download widget floats above all other windows no matter what I try to do.  This can get annoying and also somewhat confusing.

This is exactly what we want. You can always find the drop target this way. If you don't like it, just disable it (-> rightclick, disable "Show drop target").
Btw, fullscreen apps do hide the drop target; i.e. you can watch a movie without seening the drop target all the time.
