When i change my resolution to 1024x768 the kde panel just disappear

Also other applets are not shown when you decrease resolution. I.e if you switch from 1280x1024 yto 1024x768 all applets that lies beetweeen 1280-1025, 1024-768 are not shown. Maybe on resolution change all aplets should scale down to new resolution  (keep ratio)

Probably related:

on a panning desktop (e.g. choosing virtual resolution 1920x1800 on a 1920x1200 screen) the kde panel is not positioned on the bottom of the 1920x1800 desktop but instead is placed at 1920x1200, around the (vertical) middle of the virtual screen.
