Bug 157940 (http://bugs.kde.org/show_bug.cgi?id=157940) marked as resolved.
As i know, there is still no solution to automatic restoring main toolbar panel without handwork (deleting that damn $KDEHOME/share/config/plasma-appletsrc file), and bug still here in KDE 4.0.3 (from OpenSUSE installation)
To this bug led different manipulations with theme customizing. Plasma crashes and restarts. But main toolbar gone.

you can leave comments on resolved bugs. opening new bugs for resolved bugs is not very useful =)

note that resolved does not necessarily mean "in 4.0.3". and yes, in 4.1 you can add a panel back with the GUI from the desktop, not that it should happen that you get a panelless config by accident.

what *would* be useful is the backtrace you got when it crashed, though.
