A little hint I just discovered. Under, System Settings / Keyboard & Mouse / Keyboard Shortcuts, I can't set any shortcut. Maybe the program which has to handle shortcuts has crashed? Sorry, but I don't have much knowledge about the parts of kde. I just recognized that it seems to be bigger problem, because other shortcuts like alt+f4/... don't work, too.. Only shortcuts activated in the program which has focus works. So there has to be a problem with all global shortcuts. I tried to find out sth about it (has to do with kded, doesn't it?) but there isn't much documentation on the web (or at least I wasn't able to find sth..) I'm sorry about the wrong title of this bug.
