Kmail will and should probably not rely on PackageKit, installing spam filters is a distribution decision. But it may be good to have spam filters automatically on account creation, if spam filters are installed. I adapt the title, hope this is okay for you. Thank you for your feature request. Kmail1 is currently unmaintained so we are closing all wishes. Please feel free to reopen a feature request for Kmail2 if it has not already been implemented. Thank you for your understanding.
