Every time I start a new message, the HTML mode turns on and and "Format" toolbar shows. I could not find any setting to make plaintext the default.

I can not reproduce this, either.
HTML mode can be toggled with View->Formatting (HTML) in the composer, and for me, it remembers that.
Only HTML signatures would automatically activate HTML mode.
Please make sure you have the lastest version.

I experience the same difficulties with KMail 1.9.52.
Signature is text-only.

It seems that in [Composer][Toolbar htmlToolBar] section of kmailrc, the setting "Hidden=true" is not set and when it is set, KMail ignores it. If I set this value manually and start KMail, the value is overwritten with "true".

Looks like a bug to me, right?

The formatting (HTML) also depends on another option in the composer.

Could you please try to reproduce the problem with a clean config file (either by deleting (+backup) your kmailrc or with a new user)?

And please post the exact steps how to reproduce this with a fresh config then.

Works fine at least in 4.1rc and 4.1 release.
