If you change the plasma theme from one with a large border to one with a small border, the panel size (and maybe widgets) do not change the border size.

eg.  Change the theme from Akoma (on kde look) to slim glow and look at the panel, it still allocates the large border for Akoma.

update borders size on theme change and resize the panel to mantain the
