IDEA: What allow use one plasmoid (like clock) over wallpaper? Something like maximalized plasmoid.

that's how the wallpapers are done already: they are Plasma::Containments which are Plasma::Applets. funny you should use the example of a clock, because the analog clock applet is a containment and so can be used as the background.
