Bugzilla 2.16 (as well as Bugzilla 2.18) are EOL for months, meaning that they get no security fixes any longer. You should really upgrade to the most recent Bugzilla release: 3.0.3 (or if you wait a few more weeks: 3.0.4, which enters QA these days). Bugzilla 3.0.x also has much better capabilities and a complete separatation between backend and frontend, which should highly help in customizing it. It also supports mod_perl, which may be a useful feature for an installation like yours.
