When align to grid is set, if it was prevoiusly unset) icons are snapped to grid.

Then if you move icons around on the desktop they are not constrained to be on the grid anymore.

With 4.1 just around the corner, it's time to close off 4.0 bugs. This feature no longer exists in 4.1.
