When I open any right-click context menu (e.g., by right-clicking on the desktop or the taskbar) the menu flickers once or twice before opening, and does the same before it is closed. Desktop effects are not enabled.

I cannot reproduce. Maybe you have a broken gfx driver? Can you try with different one/version?

This no longer appears to be an issue in 4.0.3; or else it was because I was running compiz when I filed the original bug. If I run compiz again there is still flickering; with kwin running there is no issue.
