If double-click with mouse is selected(instead of open file with one click) all icons on desktop and systray of plasma become "dead".

are you sure? it should use double click for everything, ant the moment every icon works with double click even if you have put one in the panel and i think it doesn't make much sense(culd make sense to force single click in the panel?) but they should work

I can also confirm this behaviour in openSUSE 10.3, latest kde 4.0.1.

I have the same problem. I have openSUSE 10.3 and KDE 4.0.1 (last updated version) and icons are inactive with doubleclick. When I clicking on any icons they don't run any program or files.

It has been fixed in trunk and will work as expected in 4.0.2
