When either replying or forwarding a message, neither original text nor attachments get included. Default templates have not been modified.

This happened on a fresh install of Fedora 8, and also on an older Fedora 7 install, with newest packages from default-repos.

This works for me.
Try removing your kmail config file and see if that solves the problem.
I think there was a bug which is now fixed.
