If two or more plasmoids (e.g. photo frames) overlap each other, there's currently no way to make a certain, selected one to be on top of another one. The current Z-Order of a widget seems currently to be totally random, not persistent and in no way comprehensible for the user.

You may ask what this is useful for, that plasmoids overlap each other!? Well I like it very much, to add several photo frame widgets to the desktop and slightly rotate and slightly let them overlap each other. This way it looks like they were randomly thrown there and for my flavor this looks really cool and makes the desktop more alive like a real desk, much better than photos which are placed side by side like on a grid layout.

The problem is, currently there's no way to determine which widget overlaps which widgets. I'll call this the Z-Order on the screen. Even if you manage somehow to make a certain widget on top of the others and lock the widgets, it may happen that this one is no longer on top after the next login. Or if you unlock the desktop, because you need to move/place an icon somewhere else and accidentally hover over your photo frames, then the Z-Order is completely mixed up again.

Therefore I would like to request for a way that users can explicitly and exactly define the Z-Order of plasmoids/widgets, which is 
a) kept/persistent between KDE sessions and 
b) even kept, if the user hovers over a widget when it is unlocked. Meaning: Hovering a widget does not cause it's Z-Order to be changed.
