When kdm is started and shows the login-screen, my keyboard-layout seems to be the us-layout.
The key that is in german "-" gives a "/" ... and so on. I changed a lot of settings in KDE systemconfiguration e.g. keyboardlayout (it's now german) or region/speech (now german too).
But in the loginscreen there is still the us-layout active. I restarted KDE and the whole computer but no changes for that.

it is utterly correct that kdm does not care for any user's keyboard configuration, because, duh, it does not belong to any user.
making kdm's keyboard setting configurable is todo.
other than that, you are free to hack your xorg.conf.
