I am unable to submit a bug report for any application other than the "most common applications" because the bug report wizard will not change to "show all applications".

I have the same trouble in Iceweasel and Konqueror on Debian unstable.

If you search for the application using the wizard, you can work around this.

A new method of reporting bugs has been deployed to bugs.kde.org. It should address, in one way or another, some of the various issues around reporting bugs. This issue has been identified as being of those issues resolved by this particular round of changes and is being closed.

Please open a new bug if you have issues with the new way of reporting bugs.
