The plasma applets can be moved (on the desktop) if you click on them or the rectangular area that appears near them when you hover over the mouse. In case of desktop icons you can move them ONLY if you click on the rectangular area, but not if you click on the icon or icon text!

Can confirm this - there is this whole draggable area going to waste and dragging icons around is pretty tedious.
