When configuring the bandwidth scheduler, 0 (zero) indicates no limit so it is not possible to configure the scheduler to allow uploading without downloading.
My situation with my ISP is that uploading is not metered but downloading IS metered except between 00:00 and 08:00 so I'd like to be able to configure a category allow uploading at all times but only downloading during 00:00 - 08:00.

Not a bad idea to separate that, however we cannot allow only downloading, and no uploading (not very nice), but pausing all downloads and running the seeds is possible.
