The systemsettings shell is set to a fixed 800x600 size and uses QScrollArea to display its contents.  This is worse usability than resizing.

Can't you resize the SystemSettings window using a recent KDE version ?

Oh, I fixed this bug with my big systemsettings rewrite a couple of weeks after reporting this.  Thanks for tidying up.
