I got the tip of the day: 
"...that you can rapidly create filters on sender, recipient, subject and mailing lists with Tools->Create Filter?"

However, I can find create filter in the "Message" menu and in the context menu (right clicking message).

confirmed.
unfortunately, we are in string freeze right now so a fix will have to wait a few weeks.

Sorry forgot to mention version. I could see the create filter options properly in kmail 1.9.10.
