Normally, when moving a splitter the cursor takes a shape that confirms the move.
On some programs (Dolphin and KDevelop) when the cursor is no more over the splitter it will take the normal pointing shape, even though I still hold the left mouse button pressed. 
This doesn't with Kate or Konqueror.

And it is still reproducible. Just tested on dolphin.

I guess this is a Qt problem. It happens in Assistant too, and I think it only happens for dock widget, not for simple splitters.

Here using:

Qt: 4.5.0 + qt-copy-patches-936035
KDE: 4.2.68 (KDE 4.2.68 (KDE 4.3 >= 20090327))
kdelibs svn rev. 949044 / kdebase svn rev. 946160
on ArchLinux i686 - Kernel 2.6.28.8

I can reproduce this even on Qt Assistant
