The l10n module was split into l10n-kde3 and l10n-kde4, neither of which 
kdesvn-build knows how to build.  This also breaks the kde-languages option.

Fixed in revision 724353.  I have not tested l10n-kde3 but at the very worst it is no more broken than it was before the change.
