Description of problem:
The kdebluetooth service will not start without an active adapter. It fails
with a message "No Bluetooth adapter found! Unable to start kbluetooth". 

This is a problem because many dongles are not connected all the time and many
laptops have bluetooth off on boot (needs to be enabled using a switch or
keyboard combo). Kbluetooth will not start, but it is not restarted
automatically when the adapter is plugged in neither.  

I consider this a regression compared to the behaviour from KDE 3.5.6 where the kdebluetoothd was
running all the time regardless whether there was an adapter present/active or
not. When the adapter was activated, kdebluetoothd detected this and everything
was working automatically. With the current version the user has to jump
through an extra hoop each time when the bluetooth dongle is connected - very
annoying especially on laptops using a bluetooth mouse and not having bluetooth
on by default on boot.

Bluetooth support has been replaced by "BlueDevil" and the old code is no
longer maintained. If you still have an issue with Bluetooth support in a
recent KDE version, such as KDE 4.9.5 or 4.10, please report a new bug.

Also, if this is a feature request that has not yet been implemented in
BlueDevil, please add a comment.
