I hope it can be done (technically) in KDE.

Take a look at Konqueror, press:
alt+L
note how menu is opened.

Now, press 
alt+L
escape
down

In both cases menu is opened (correct by all means), but also the first enabled item is preselected -- not very useful when you use your keyboard (but alt+L is keyboard).

Reason: it is hard to navigate menus because of this extra-action. There is no pure opened state, it is always opened+preselected. Now, if you entirely use keyboard it is hard to navigate through menus, in this case, (alt+L) try pressing several times [right]. In "view" you will be caught by the first submenu. Of course here it looks simple, but in real-life navigating with right/left is more crippled because of preselection.

Summary: opened (sub)menu should be presented at first with no preselection, only the next keypress (down, or right) should select the first item in the menu list.
