My friend has kopete with the "Listening to" plugin enabled. It floods me with presence stanzas on the XMPP protocol (just every seconds arives a new one, identical to the previous one).

IMO only changes should be sent, not continual flow of them. If nothing else, it wastes bandwich, which may be uncomfortable for example for people connected by their mobile phone.

I assume that if you ask the person on the other side to turn off the now listening plugin that the problem goes away. Is this correct?

Yes, it does.

The plugin was just re-sending the presence in timed intervals (polling) instead of detecting change.

Not sure it still does with the newest one, he no longer uses Kopete.

Please update to newer version as we don't have manpower to support Kopete in KDE 3
