hi,

I am missing "timeout_value" in the configuration dialogue.
Was there before, I think. If you sit on a dialup connection,
 the bug is there afaiks, the panel menue does not give you the possibility
to change the timeout value, but it is in
.kde/share/config/weather_panelappletrc

kweather isn't maintained anymore. A replacement could be the weather plasmoid. 

If this bug is still valid for the weather plasmoid please open a bug against
it (Product: plasma, Component: widget-weather).
