Version:           3.5.6 (using KDE 3.5.6, Kubuntu (feisty) 4:3.5.6-0ubuntu14)
Compiler:          Target: i486-linux-gnu
OS:                Linux (i686) release 2.6.20-16-generic

If I click ''configura pannello'' on the right-click menu, I can configure only the default panel, but no the new panel created

Confirming this behaviour on Kubuntu 7.10 Gutsy Gibbon
with KDE 3.5.8

Kicker doesn`t seem to update the configuration Dialog after adding a new panel,

Kicker is currently unmaintained, you can look to your distribution for help, however.
