If there are, at no time, any KMail processes the process tree, then this is not a KMail bug as Konqueror fails to start KMail. Starting KMail by other means works, right? I am sorry its maybe misunderstanding. Sorry for my english. This problem showes up when i wanna from Kmail start Konqeror through click on URL in mail body. So I Usually start KMail at begin of KDE session. I run it all time i use computer iconified on task bar. Everything is normaly run but when i wanna open some URL link atached in email body the konqeror wont start. It starts multiple processes named kfmclient (about 10) and system slowes down. I have to KILL this processes to maintain normal function of system but it is difficult because when i KILL one of them it will starts again immediately. So i have tu KILL their father process - kdeinit and restart KDE session. When I copy that URL through clipboard (ctrl+c - ctrl+v) to running konqeror it works normaly. So its not problem of that link (that bug will show up with any of my emails). I hope its is now more understandable.
