In Konsole I cannot use a png image (did not try with other image types) with non-English paths. For instance, this path works:
/home/dotancohen/MarsSunset.png

However this path does not:
/home/dotancohen/לינוקס/טפטים/MarsSunset.png

This is inconsistent with other KDE applications such as Konqueror and Kate that have no problem with non-English directories.

It seems that in KDE 4 one cannot set the background in Konsole.

I meant that one cannot set an image as the background in Konsole. I suppose that makes this bug obsolete, so I'm marking it as unmaintained.
