I'm using kde with English keyboar layout usually. but when I change the keyboard layout to Farsi, almost none of my hotkeys work. 

I want to know that there is any solutions that when we change the keyboard layout our hotkeys works exactly the same.

 yes..it's true.i have the same problem also and i cannot work with normal keyboard shortcuts when i am using the Persian(Farsi) language on my PC .

sorry for bothering I've found the problem. I should tick the "Include latin layout" in the "keyboard layout" in the kcontrol. 

This was implemented,but I was blind to see it.
