Version:           1.9.5 (using KDE 3.5.5, Debian Package 4:3.5.5a.dfsg.1-5 (4.0))
Compiler:          Target: i486-linux-gnu
OS:                Linux (i686) release 2.6.19

The problem occurs only when my pop mailbox is nearly full 
(somewhere over 3000 messages)
Thunderbird and Sylpheed-claws still work fine
telnet to mailserver, list command looks ok.

If anyone would suggest a non-stinky telnet client , I will
be glad to post a log of the list command's output if needed.

Does Kmail have a way to log its session?

Do you have any message in your pop mailbox which could trigger bug 127696?

You are correct. 1 message had a blank UIDL. 
this bug is a duplicate of 127696.
I did not test his patch, but deleting the bad message fixed the problem.
Fortunately, I already wrote a prog to get uidl lists since I filed this bug.
