Version:           1.9.6 (using KDE 3.5.6, compiled sources)
Compiler:          Target: x86_64-mandriva-linux-gnu
OS:                Linux (x86_64) release 2.6.17-13mdv

In kmail i activated the option "Show expand/collapse quote marks" in kmail configuration window, and when clicking to collapes one quote mark, it collapse all instead just collapse that one.

This works for me for the few mails I tried.
Can you attach an email where this doesn't work?
