Unfortunately I am not able to provide steps to reproduce this bug. It seems to be quite random but kdesu does not open up often. I often use kdesu kwrite and kdesu adept_manager and kdesu ksysguard. Many times, nothing happens after I hit enter at the Alt+F2 dialog or clicked the menu item. Once, I manually send SIGTERM to six kdesu processes which were just running there doing nothing. Please check if there can be any reasons that cause this.

In case you're still seeing this problem: Could you take a look at bug #115898 and check whether this appears to be the same issue (i.e. "killall kdesud" should temporarily fix the problem)?

If not, have you been able to observe a pattern, when this fails?
