This has been reported in Debian BTS at http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=360980

Clicking the Help button in Storage Media has no effect, except that
kcmshell media; outputs "khelpcenter: WARNING: Main template file name is
empty.".
Note that actually, when run in kcmshell, selecting the Help button does
open a new window, but without any help.

This is not a bug in khelpcenter, but missing documentation for Storage Media.
So I change the product to docs

Fixed in 4.1 with
