Hi!

It would be great if kate would support SQL (PL/SQL) folding.

Actually there is no such thing as PL/SQL in Kate at the moment, so I use filetype: none, highlighting:SQL.

It would be great if procedures, functions could be folded.

OK, please provide me a URL that describes how to add folding to a syntax definition!
Then I will take the SQL definition, and modify it.

It seems like url changed to http://kate-editor.org/2005/03/24/writing-a-syntax-highlighting-file/
I'll try to take a look on it, as I miss this too.
