Under Suse10.1 the rug man page is displayed with the wrong character set.
ISO-8859-1 would be the right one rather than UTF-8.

For the record, this was fixed or worked around for Debian 5 in man-db 2.5.1-1 / kdebase 4:3.5.9.dfsg.1-1:

    - Add a 'man --recode' option to output a source manual page converted
      to a specified encoding. This is expected to be used by debhelper to
      install UTF-8 manual pages.

  * Add 71_kio_man_utf8 patch to support the recode feature of man-db.
    This allows the man kio slave's rendering code to work regardless of the
    source encoding of the manual page.
