Very awkward bug?

Two system, opensuse 10.0 (english) and 10.2 (polish). Both KDE 3.5.5, KMail 1.9.5.

In both I am able to set quote phrase, let's say "hello". It works. When I clear phrase in english version it works as expected -- nothing appears. But in polish version, the default text kicks in.
I mean, in setting the phrase section is empty, but when I click on "reply" composer adds default phrase.

KMail in KDE4 no longer has the phrases settings.
