It would be great if there was some fast way of re-choosing a recently chosen *folder* (one which I used for a recent open or save operation) in File->Open and File->Save dialog boxes.

like the combobox the directory is in?

Actually, the combobox does not quite act as a recent places. It only shows directories that you used *prior* to the program being started. Any long-running processes therefore never get their recent places updated. A solution that actually implements "recent places" not just "recent places before this program was started" would be much better.
